WHAT IS THE CRIMINAL INVESTIGATION DIVISION?

Criminal Investigation, Cyber and Forensics Services



The following are the duties of this position at the full working level:


  • Develops and interprets policies and procedures governing operations throughout CI. Specifically, the work of this position involves developing revising, and/or influencing the acceptance of interagency agreements, and developing and implementing CFS policies and procedures impacting forensic and cyber investigations conducted throughout CI. Analyzes research results to identify trends in the field of forensics and emerging issues which may require modification of Service procedures and/or policies. Communicates findings to colleagues and supporting customers.
  • Anticipates the effects of changing business requirements and new forensic techniques on CI strategic planning. Identifies potential problems in attaining goals and recommends modifications to strategic plans or forensic systems to address these changes.
  • Governs, configures, and manages forensic systems, including ensuring applications currently meet business requirements, reporting, workflows, security, and scientific procedures. Continually evaluates forensic systems and recommends changes to meet new policies, processes, reporting requirements, or legislation. Provides expert technical advice, training, guidance, troubleshooting, and recommendations to management and lab personnel regarding forensic applications and systems.
  • Periodically review access and security logs from forensic systems, manage security groups, user enrollment, SLAs/O&M contracts, and disaster recovery. Develops new and improved automation, methods, techniques, and training for other forensic examiners and design services to support mission.

    ADDITIONAL DUTIES:


    • The Center for Science and Design is a an accredited (ANAB) traditional forensic service laboratory. They provide examinations and services in Latent Prints, DNA Collection, Questioned Documents, Chemistry, Polygraph, Audio, Video, and Image Enhancement, and Trial and Design Services. The examinations and services provided assist in criminal tax investigations and a detailed report is issued for each request. Knowledge and experience within traditional forensics is preferred.
    • Previous knowledge or experience with Laboratory Information Management Systems (LIMS) and Digital Asset Management Systems. These are the two main systems that allow the laboratory to operate, maintain the proper custody history of evidence, and issue examination reports. These systems allow you to enter and track evidence from start to finish, administrative and examination documentation is also entered in these systems with audit history. This information is what is used to create the examination report for those forensic disciplines in the laboratory. These systems require operation and maintenance, they also require procurement knowledge when requesting multiyear service contracts.

        Qualifications

        You must meet the following requirements by the losing date of this announcement OR time of referral:



        SPECIALIZED EXPERIENCE FOR GS-14: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience in applying the laws and regulations to investigation and enforcement work and supporting systems. The experience at this level includes developing new techniques, processes, and approaches, and requires mastery of advanced principles and concepts sufficient to develop agencywide policies, procedures, strategies, and new forensic techniques. Experience and knowledge of criminal statutes and procedures to identify the need for new forensic systems, techniques, and methodologies, and to solve these problems using demanding technologically advanced methods and innovative approaches. Experience with technical solutions and systems for forensic processes, management, and deployment of those solutions. Experience with the CI mission and CI enforcement programs to develop policies and procedures related to the assigned forensic specialty. Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies of broad scope. Experience with oral and written communications techniques to prepare and present papers, reports, manuals, and directives, to deliver briefings, and to meet and deal with managers and employees at all levels.



        Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis.         • A 1-year probationary period is required. Note: Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b)).

        • Tour of Duty: Monday - Friday, Day Shift
